Earl Hilliard Jr., Esq. brings more than 15 years of experience in law, government relations, and strategic communication. As the Senior Public Affairs Officer for the City, he advises boards and agencies on governance, ethics, and legislative matters while leading the development of state and federal policy agendas.
A former Alabama State Representative and former law firm partner, Earl also practiced entertainment and governmental law, representing corporations, nonprofits, and creative professionals with integrity and strategic insight.
Earl earned his Juris Doctor from Howard University School of Law and his Bachelor’s in Business Administration and Marketing from Morehouse College, grounding his work in strong legal scholarship and business strategy.
