Experienced Leader in Government Relations, Public Affairs, and Strategic Communication
Earl Hilliard Jr., Esq. is a respected attorney and public affairs leader who combines legal insight, legislative experience, and strategic vision to drive positive change for the City of Birmingham and beyond.
As the Senior Public Affairs Officer for the City of Birmingham, Earl serves as the primary liaison to the City’s Boards and Agencies. In this role, he advises and consults with executive directors and boards on city interaction, legislative engagement, ethics, governance, and legal compliance.
He also organizes and co-facilitates the City’s Boards and Agencies Citizen Volunteer Service Training Program — helping prepare community leaders for effective public service.
Earl leads the development and execution of the City’s state and federal legislative agendas, providing strategic counsel to the Mayor, City Council, and Executive Leadership Team on policy priorities, advocacy strategy, and stakeholder engagement.
A former Alabama State Representative, Earl has a proven record of advancing legislation, negotiating complex agreements, and representing organizational interests before diverse audiences. His career spans law, corporate advising, nonprofit leadership, and community development — always grounded in integrity and a commitment to service.
Earl earned his Juris Doctor from Howard University School of Law and his Bachelor’s degree in Business Administration and Marketing from Morehouse College.
