Earl Hilliard Jr., Esq. is an attorney, trained mediator and longtime public servant who combines legal insight, legislative experience, and a steady commitment to fairness and integrity.
Earl’s work centers on helping people and institutions resolve problems and follow the rules fairly. As a mediator trained through Alabama Center for Dispute Resolution, he helps parties reach practical, lasting resolutions. He also trains and consults with boards and agencies on governance, ethics, and legal compliance, and he advises clients on intellectual property and name, image, and likeness (NIL) matters.
Earl previously served as Senior Public Affairs Officer for the City of Birmingham Mayor's Office, where he served as the primary liaison to the City’s boards and agencies. In that role, he advised executive directors and boards on governance, ethics, and legal compliance, and he organized and co-facilitated the City’s Boards and Agencies Citizen Volunteer Service Training Program.
He also led the development and execution of the City’s state and federal legislative agendas, providing strategic counsel to the Mayor, City Council, and Executive Leadership Team.
A former Alabama State Representative, Earl has a proven record of advancing legislation, negotiating complex agreements, and working across divides to serve the public. His career spans law, government, corporate advising, nonprofit leadership, and community development, always grounded in integrity and a commitment to service.
Earl earned his Juris Doctor from Howard University School of Law and his bachelor’s degree in Business Administration and Marketing from Morehouse College
